| The Workforce Investment Act of 1998, established new performance goals for programs serving adults, youth and dislocated workers. The new goals for adults are listed and explained below. The United Workforce Development Board which serves Region 16 has incorporated attainment of these goals into their business process. We will be sharing our results through this site in the fall of 2001. |

| Employment Retention Rate: This is a measure how effective a Title IB program is at training people for occupations that lead to long-term employment. |
| Earnings Change: This is a measure how effective a Title IB program is at increasing the earning of individuals who complete programs that we fund. |
| Credential Attainment Rate: This is a measure how effective a Title IB program is at providing funding for curriculum that an individual will complete. |
